PRO Vietnam supports and promotes effective and sustainable EPR implementation for businesses

Hanoi, March 25th, 2025 – Packaging Recycling Organization Vietnam (PRO Vietnam), in collaboration with the Agriculture & Environment Newspaper, organized the “Extended Producer Responsibilities (EPR) implementation and training workshop” to disseminate information to businesses and entities subject to EPR. The workshop content was led and coordinated by the Environment Administration (Ministry of Agriculture and Environment).

According to the Law on Environmental Protection 2020 and Decree No.08/2022/ND-CP, manufacturing and importing businesses are responsible for recycling packaging and products starting from January 1st, 2024. On January 6th, 2025, the Government issued Decree No. 05/2025/ND-CP amending and supplementing several articles of Decree No. 08/2022/ND-CP, detailing several articles of the Law on Environmental Protection, including new regulations on Extended Producer Responsibility (EPR) that businesses, manufacturers, and importers need to be aware of. Faced with these policy updates and changes, many businesses are still confused and need further detailed guidance and support from governmental agencies and related departments to properly and fully implement EPR.

To support businesses in effectively implementing the regulations on EPR, PRO Vietnam collaborated with the Agriculture and Environment Newspaper to organize the “Extended Producer Responsibilities (EPR) implementation and training workshop”. 00

As a coalition of leading companies in consumer goods, packaging, retail, import, and recycling, PRO Vietnam is at the forefront of promoting EPR implementation in Vietnam. For many years, PRO Vietnam has continuously supported businesses through research activities, seminars, training workshops, and the development of a sustainable collection and recycling model.

PRO Vietnam – Partnering with the Government and businesses in EPR implementation

Even before the EPR regulations commenced on January 1st, 2024, PRO Vietnam actively participated in policy forums to contribute constructive feedback to ensure feasibility in implementation. Simultaneously, through domestic and international workshops and seminars, PRO Vietnam has connected businesses with governmental agencies to share experiences, address concerns, and find effective solutions EPR implementation.

PRO Vietnam signed a Memorandum of Understanding with the Ministry of Natural Resources and Environment to share goals, visions, and responsibilities in promoting the circular economy in Vietnam through waste reduction, sorting, collection, and recycling activities.

PRO Vietnam also supports its members in fulfilling their EPR obligations by providing information, consulting, and developing a packaging collection and recycling ecosystem, connecting stakeholders such as manufacturers, recyclers, and informal waste collectors.

PRO Vietnam regularly organizes workshops, provides consultations, and offers
support to businesses on the topic of EPR.

In 2023, Packaging Recycling Organization Vietnam (PRO Vietnam) Joint Stock Company was officially recognized by the Ministry of Natural Resources and Environment (now the Ministry of Agriculture and Environment – M.A.E) as an authorized organization for packaging recycling in Vietnam. In 2024, PRO Vietnam collected and recycled over 64,500 tons of various packaging, completing 100% of the recycling volume entrusted by its members.

Striving for a Green, Clean, and Beautiful Vietnam

Alongside EPR implementation promotion activities, PRO Vietnam actively deploys communication campaigns to raise public awareness of the 3Rs principle (Reduce – Reuse – Recycle) to encourage waste sorting at source and sustainable consumption.

In collaboration with the Department of Education and Training of Ba Ria – Vung Tau province, PRO Vietnam organized a series of extracurricular activities to guide and encourage students to practice waste sorting at source, raise environmental awareness, and build a sustainable waste collection chain from kindergartens and primary schools in the province.

In addition, PRO Vietnam also conducts research activities such as collaborating with the International Union for Conservation of Nature (IUCN) and the Ministry of Natural Resources and Environment in piloting a waste sorting at source model; collaborating with the Institute of Circular Economy Development (ICED) to conduct research and assessments on the current status of the solid waste collection and recycling system in Vietnam, as well as publishing books.

With its efforts over more than 5 years of operation, PRO Vietnam is proud to be awarded a Certificate of Merit by the Ministry of Natural Resources and Environment for its contributions to the development of the natural resources and environment sector in Vietnam. This recognition is also a great motivation for PRO Vietnam to strive further in its activities, maintaining its vision for a Green, Clean, and Beautiful Vietnam.

This training workshop not only helps businesses better understand their responsibilities and how to implement EPR but also provides an opportunity for all parties to discuss and share practical experiences, promoting the transition to a circular economy in Vietnam.
